Welcome to our little slice of paradise! Clear Lake Shores is probably one of the best kept secrets in the entire Bay Area. Yes we are an island. We are surrounded by Clear Lake, Jarbo Bayou and the Lazy Bend canals. Plug this in to Google Maps and you'll see what I mean 29.32' by 95.01' We are about half way between Galveston Island and the city of Houston and located in north Galveston county. I will try to keep us up on all the goings on that we can walk, boat, bike or drive our golf carts to. Very few things pi$$ me off but one of them is wasting my precious time. Page 2 & 3


Example -
1 Forcing Tina's supervisor to change Tina's evaluation. Tina's supervisor recently completed her yearly evaluation and made comment on her excessive absences. The next day he was called in by the Chief and told to revise the evaluation on Tina and to remove the statement about her absences. The supervisor did as he was told, (what else could he do?) but still made mention of the excessive absences in the notes section of the form. The Chief then went back in and wrote in excuses under his notes for her absences. I think this qualifies as tampering with an official police employment record or abuse of official capacity.
First and foremost I don’t care what you think. And I mean that in the nicest possible way but was there a reason for the absences?
 2 Unfair forced resignation of XXXX. 2 weeks after rookie of the year XXXX was forced to resign or be fired. A complaint was never shown to him and it was rumored a friend or relative of Tina’s had lodged a complaint on him for harassment that worked at Walgreens. He was never shown the complaint. By law he should have had to sign the complaint and an investigation be done. He was forced to resign or be fired without any information. He was given a bad FS and cannot get work in law enforcement due to Paul’s report on him. The officers currently in the department maintain he was wrongfully terminated. They were forbidden to talk about this or suffer disciplinary action. Let me remind you that according to the other officers Tina didn’t like him.
XXXX and XXXXX were fired for nothing more than erasing a 10 minute private conversation from a patrol car tape. Josh had left his mic turned on after a traffic stop and didn’t realize it was on when they talked. No reprimand, no previous write ups, they were fired on the spot. They were given bad F5’s from Paul that prevent them from ever getting a job in law enforcement. Josh even hired and attorney and received a letter from the D.A. of Galv. County that they found no proof-that it was a private conversation and that no law had been violated. They asked for F5 to be changed. Only with a threat of another lawsuit did Paul change Josh’s F5, but it is still a negative F5 and neither of them can ever get jobs in police work unless this is changed. Some lesser form of discipline would have been in order here. Again, around the office they all knew Tina didn’t like them.
A rumored complaint? Are you shitting me? Did it ever occur to you to ask the Chief of Police?
As for erasing official transcript, that may be a terminable offense. I defer to your judgment as a duly elected Councilman. You may want to check with Richard Nixon.
3        Instructing 2 other officers to change their review of another officer to the negative because he or Tina has targeted them for likely removal. They were told to change their positive evaluations to negative so if they got rid of him it would be consistent with letting him go. How would that make you feel?  WTF?
4 Having a pre-typed resignation form ready to give to any officer they don't like. The constant turnover within the police force is a problem. Right now Tina has targeted another officer. I have been told by several officers that it's just a matter of time before the officer makes a small mistake, and out they will go. This officer has been threatened with this on more than one occasion. This officer is young. This officer is someone's son or daughter. (see CLS letter of resignation form) It concerns me that we have an officer with no discernable name
5) Example of promotion bias: Ross Eliason would have been a better choice for Captain, he has 20 more years of experience in police work than Tina -Tina was made Captain with no other police work experience than CLS, while Ross has -28 years of police background and for 8 years he has been a full time officer with US. He has an excellent work record (unlike TIna), has taken little time off sick, and overall has much better qualifications than TIna for the Captain pOSition. But knowing how he operates it's no surprise Paul chose TIna for the promotion. This is self-serving at the expense of the City and the department. (Ross worked for Pasadena P.O. for 7yrs, then went back to flying helicopters, then a warrant officer, has schooling and leadership experience, and worked for Friendswood P.O. 16-1/2 yrs.) The officers know who is most qualified in these situations. They all agree Tina is barely qualified to be a patrol officer, let alone a Captain. Based on your extensive knowledge and background in law enforcement no doubt.

6) LettingTina get away with any amount of absence or dereliction of work with no penalty. She demonstrates free reign in the office over the assistant chief. Her attendance record speaks for itself. Police blotter given to Tina – isn’t You noted this during all your time in the office or………

being done. Background check (taken from XXXX) and given to Tina -to help build her comp time -currently isn't being done according to another officer. Denise takes care of background checks and If a background check was done she didn't do one on McCarroll before they asked us to hire him on 6/7/11. I saw a background check was included in this agenda so maybe she got it done since then.
7} Paul gets payroll advances whenever he wants one. He has had 4 in the past 12 months totaling $2,900.00. {Another
example of fiefdom} Date 6/10 $600.00, 10/20 $600.00, 1/25 $1200.00, 5/2 $500.00. Were these deducted from the
next paycheck? Does the city have a policy for payroll advances? Who is eligible for a payroll advance and how many
employees have taken one in the past year? Together Paul and Tina Shelley account for over 1/3 of the police
departments annual budget. No other employee has the freedom of doing this that I am aware of. Using the City for an
ATM. So what? This is old news. No law has been broken. No ordinance has been violated. If you don’t like it Councilman draft a resolution against it.

8) The only reason 2 officers haven't been targeted is because one does Tina's work and the other Paul's work.
Someone has to do the work -that is why they have lasted this long. But, they and the other officers will not last long
now, if we do not act. There is no one to hear them except council because as you can see -the citizens like him. They
don't have a clue what it's like working in his department. I will not comment on this item
9) Another example of fiefdom would be Paul and Vern's obvious ill treatment of Barbara Nichols when she expressed
concerns over the failure to put the natural gas generator project out for public bid. She is very knowledgeable on this
and offered to help in any way but was given the cold shoulder and basically told to butt out. They made it clear that
they don't have to listen to her. She is currently consulting with the OAG on this. (see attachment email from Barbara
dated 4/18/11). Is it possible the bids were done and she was coming n after the fact to “fix” things? I do not know. I might question your acceptance of her “knowledgeable” status but that’s all. The only time I’ve seen Ms. Nicholls in action was at the EDC meeting and that looked contentious at best.

10) An official written reprimand from TCLOSE (see attached letter of reprimand) in November 2010 was given to Paul
Shelley for improper assistance (called cheating) of officers on FEMA courses that were required training related to
FEMA grant eligibility -adds to the list of concerns I have on the integrity of the Chief. The Mayor did not disclose the
reprimand from TCLOSE to City Council while at the same time asking us to evaluate his position. His answer to the
question of turnover is to say the officers keep leaving for better pay and benefits. That is not the main reason in almost
every case. FYI It is called Improper assistance. And he did receive an official reprimand which is in his personal folder. Next!

11) Many of the officers I interviewed are certain they will lose their jobs if their names are disclosed, and asked that I
refrain using their names because of fears of retaliation and in them being fired. Their comments were as follows: I will
be signing my death warrant by telling you this, my job will be history if it gets out that I talked to you, I will be gone, etc.
Do you get the drift? This adds to my concern because his power is so strong no one dare challenge him (or her). His
power is magnified by being both police chief and city administrator. City council is the only one to bring this problem out into the open and then do something about it. Really? I mean Really?
12) Paul has requested residents and council members come to his office for one reason, only to begin interrogating and accusing them of 'starting rumors' about him. That is official oppression under color of office. I call bullshit. Someone get their dainty little feelings hurt. Too damn bad. Welcome to the real world. You got a problem with that ? Call Norway.

Fact: an F5 is a general discharge NOT removal of certificate. Obviously Tami did not understand the correct meaning of an F5.

The tape being erased is a huge issue. Why didn't the officiers disclose their error to their supervisor. Taking it to Sosa in the Kemah PD to have it erased meant the tape was no longer valid. It lost all validity if taken to court. It may have been a hard lesson for the officers, but I bet they will never make that mistake again.

How could they find any proof of a private conversation IF IT WAS FRIGGIN ERASED? Duh? An experienced police man will tell you how serious of an offense it is to tamper with evidence. Not sure how you screwed that one up but to me that is your biggest blunder is this whole mess of nothing. I now declare you unfit for council. I was trying to keep an open mind and have not said much here...although I can't wait for Allan to post it daily.Yes sir, you are unfit, negligent and incompetent to sit in that chair for one more mtg.

Is that an actual officer's name? Could Denise be one of your deepthroats? I sure hope I am wrong about that one since I thought so much of her. Maybe that is why she was at your place the other evening? Could someone else have done one on McCarroll?

Does anyone else have to shake their head and reread that sentence about 3 times to kinda comprehend it?

Tami, the following paragraph did it for me. I am going to sign up to be a scheduled visitor for the CC on Aug. 16TH just to have you explain the following. Not TCLOSE again, really? Who the hell cares? Paul got us the grant money so in this case I feel the end justifies the means. I read in one of William Young's comments in the GDN that he thought Paul got the bad end of the deal. Remember Young did not report it until he was fired.

OMG! It just hit me...does Bernie Boy know Paul is no longer Chief? He was so hoping he would be the one to get Paul a 2nd reprimand. I hear from a friend Bernie is at the DA's office frequently. Bernie is going to be mad when he gets back. His reprimand hobby is gone and his garage door is smashed. I sure hope he does not take it out on his neighbor. That is one trial I would not miss for the world. Should we caravan to Galveston for it?

and btw....i would have erased that tape too....crap! they were sitting there venting to eachother about tina and pauls bull****...and they realized that all that was recorded...they couldnt go to any supervisor!!!! what if they caught wind of it and asked to hear it first..there goes their job for sure! either way they were screwed! because of the 2 idiots running that place!if they werent such a**holes maybe they wouldnt have been venting to eachother about them...ya think!!!!!

All I can say is that all of this is really sad. It has really divided the Island and really didn't have to play out this way.

From what I have seen and heard so far is that none of this was handled properly and professionally.

Why has it taken this long for all of this informtion to get out..true or not?

I just hope that in the end the truth will prevail. Maybe in the long run some hard professional lessons have been learned here and maybe we will have a better Department and Council as a result.

As a few of us were reading this together with our morning coffee(yes, Allan, there are now Blog parties)we were debating if it was Jansen or Jenkins. TP did not refer to you as Sgt Denise Janssen. We will from now on PROMISE. The deepthroat reference is not sexual in nature. You may be too young to remember Watergate, Sgt. Denise Janssen, but Deepthroat was the name of the snitch in the cover-up regarding Nixon. You may be too young for that reference, too, Sgt Denise Janssen. Nixon was a former president of the United States of America. Here are TP's comments again so you can see she did not refer to you as Sgt. Denise Janssen. Sgt Denise Janssen was very helpful to me with a dispute last October. I sent a dessert to her and Tina as a thank you. I was glad she stopped to talk to me when I was in the yard the other day. I like being able to talk to the cop on the beat. I could always talk to her.It reminds me of my hometown.

One of the renters next to me told me way back when that she arrested him. He said he was never arrested so nicely. It was back when there was the pirate wedding at the pavilion. I asked him if he wanted to go to meet more people. After a beer or two he told me how highly he thought of her. Needless to say I did not invite to introduce him to anyone else. But his remarks added to my admiration of her.

I don't care how petty and off focus it is, I cannot help but comment on the comment above at 1:00 PM. If you are going to join in can you at least try to spell, punctuate, stucture your sentences, use capitol letters in the right places (and I don't mean the last two letters at the end of a word), occasionally use the space bar, put periods and question marks in their proper places, stop being so vulgar and disrespectful to those who really do have learning disabilities (it appears you may have one. You didn't even spell retarded correctly), and stop putting three periods randomly in the middle of sentences so it is readable? Everyone makes a few errors but my goodness, how did you ever graduate? If your applications look like that how do you get jobs? I'm guessing you don't have much of one and never will. You say you are very young and it shows. When or if you mature you will learn that when you are trying to make a point, being professional and appearing intelligent carries alot more weight than your angry rant. You have the right to your opinion but if I were you I would remain anon so as not to embarrass yourself. You need to calm down and grow up. The sad thing is that young folks like you don't or won't understand what I am trying to say and will continue acting a fool. One real advantage to posting your name is for TP to see real folks are coming out of the woodwork to show her for who she is. I thought of another wonderful thing about Sgt. DJ. The afternoon Jan lost her poodle, Susie, a police cruiser pulled into my driveway. My poodle, Jazzy, was tied in my frontyard since my front gate was wide open. Sgt. DJ comes out of the cruiser asking if Jazzy was my dog. She was hoping she located Suzie. When I told her Jazzy was my dog her whole expression changed from being hopeful to disappointment. She thought I had found Susy and tied her in the front for the owner to see her. Sgt. DJ was happy when I said I would join the search via golf cart. It showed me her dedication to our community that she cared about finding Jan's dog. The little things matter. And that day a little thing mattered to Sgt. DJ.

As one CC meeting was concluding I saw Tami practically running out of the place. She put her hand up to Craig H.'s face and said she would not talk to him. She did the same to Suzanne.

She needs to work on being approachable. Perhaps she can show up early on Tues. and be available to the residents. Perhaps she could mingle, shaking hands as other councilmen have done over the years. Maybe she could linger after the mtg. as many CC members do to clarify their positions or listen to the citizens or just plain socialize. In other words if she exhibited professional council behavior perhaps she would have an oz. of respect from the people. Many people saw her try to run out the backdoor at the Sat. mtg. Stand up for what you are doing, Tammy. You are headstrong in doing it, yet you want to run and hide. Either you will act as a normal council member or the citizens will remove you from your chair. That is YOUR CHALLENGE FOR TUES. NIGHT; ACT LIKE A NORMAL COUNCIL PERSON.IF YOU CAN'T THEN RESIGN. YOU CAN'T HAVE IT BOTH WAYS. YOU CAN'T PLAY VICTIM especially now that you pile of nothing is out there. Yes, I am getting mad. Most of us are. I had heard you thought everyone would turn around once the investigation brings the information to light. Your complaints made me madder than ever. If the results of the investigation are the same, you better get off this island since no one except the nutty prof., his wife and maybe Jackie will talk to you.

I'm feeling good, my neighbor Kay Remak just came over with the hard copy of petition to remove Tami from office. Joe and I signed it. When we get around to Jackie's petition next I will gladly help you Kay.

Tami acting like a normal council person is not possible. You are dreaming if you think she will show up early or stay late at CC.

She can't look us in the eye. What she does do is violate ordinances, violate procedures, cuss at residents, runs out the back door and acts as N. Shore's puppet.What a disgrace to our community.

Her complaints (derived from an ILLEGAL investigation) are a bunch of hearsay. I, too, read it hoping to see what this was all about. What was the huge factor motivating her? There was nothing. I beat myself up for even thinking there might have been something real. What was I thinking?
